By examining the effects of the ‘war on terror’, we find that its causes are by no means directly related to the ‘terror’ against which it is said to be waged. The debate about multiculturalism is equally complex. Some blame terrorism on multiculturalism, as if too much of the latter has led to the former; others commend multiculturalism as a first line of defence. Can the same phenomenon be both malady and treatment?
