Future EU Funding programme for research and innovation
Horizon 2020 has been announced as the name for the European Commission's 2014-2020, integrated funding system that will cover all research and innovation funding currently provided through the Framework Programme for Research and Technical Development (currently FP7), the Competitiveness and Innovation Framework Programme (CIP) and the European Institute of Innovation and Technology (EIT).
The program's official name will be "Horizon 2020—the Framework Programme for Research and Innovation." The final details of the program are subject to approval by the European Parliament and Council as part of the EU 2014-2020 budget.
Common Strategic Framework
The European Commission conducted a public consultation on an integrated funding system, and the ‘Green Paper on a Common Strategic Framework for EU Research and Innovation Funding’ is an analysis of this consultation, and is likely to influence future EU funding.
Key messages (adapted from the Executive Summary);
- The Common Strategic Framework (CSF) is supported.
- Simplification is considered key.
- Funding should reflect societal challenges and align with EU policy objectives.
- Collaboration and successful elements of current programmes should be maintained.
- Opportunities should be less prescriptive and more open, with scope for smaller projects and consortia, allowing more innovation.
- All stages in the innovation chain should be supported appropriately, and all SMEs with innovation requirements should be able to benefit from funding.
- The CSF will need both curiosity-driven and agenda-driven activities. Agendas should focus on main goals and principles and, for innovation, more bottom-up approaches.
