A Lasting Legacy for London?

London East Research Institute conducted a piece of research for the London Assembly on the benefits of hosting the Olympic and Paralympic Games examining their lasting impact on Atlanta, Barcelona, Sydney and Athens in key areas including employment, urban renewal, skills and sports participation.

Dr. Iain MacRury, co-Director LERI and report co-author, said:

"Preparing for the Olympics involves the execution of numerous projects in building, financial planning and in consultation and development. But it is also a learning process within cities - this learning is part of the legacy.

"The report outlines some past lessons; ways host cities have worked to try to ensure that their Olympics could make a positive contribution to development and regeneration. The report argues that debate is a crucial complement to action in Olympic planning. Past lessons from previous cities will help Londoners in thinking and working together to ensure an imaginative, inclusive and a lasting legacy for London. This report is a contribution to that end."

Prof Gavin Poynter, Head of School of Social Sciences, Media and Cultural Studies at UEL and report co-author, said:

"Our report was based upon the best evidence available on the four previous host cities; it was drawing out lessons for London but was not about the London Games.

"The report provided a balance sheet addressing both positives and negatives and the new agendas arising from the growing significance given to legacy issues over past 15 or so years.

"Legacy momentum is important, a fixation with costs undermines the potential maximisation of Olympics investment, but yes there is a displacement effect. Addressing underlying social and economic issues is complex and takes time and it is a real challenge to attribute to the Games the role of regeneration 'saviour' - this should be openly acknowledged.'
