The case of Baby Peter has led many people to argue that in recent years there has been too great a focus on prevention and that it is time for the pendulum to swing back towards protection. This lecture will take issue with this argument and seek to show that it is rooted in some fundamental misconceptions about the nature of preventive social work and its relationship to concerns about protection. The lecture will develop a set of arguments first put forward by Professor Trevillion in 2008 in ‘Preventive Social Work’, a chapter he wrote for The Art of Social Work Practice edited by Toyin Okitikpi and Cathy Aymer. ‘Preventive Social Work’ was published before the latest crisis in child protection services began to unfold. It examined four key issues:
This lecture will return to these arguments, but, in a context where basic questions have been raised about the value of prevention and family support, it will also seek to address head on the idea that there is an inevitable move backwards and forwards between prevention and protection. Although media attention has been on services for children and families, the debate about the nature and scope of prevention affects all aspects of social work including work with vulnerable adults. The lecture will be of interest to anyone involved with or concerned about preventive social work.
Steve Trevillion is Professor of Social Work and Dean of the School of Humanities and Social Sciences at the University of East London. He joined UEL in May 2008 from the University of Leicester where he was the Director of the School of Social Work. Professor Trevillion is best known for his work on networking and collaboration. He is the author of three books on this subject. Professor Trevillion is also known for his contributions to the theorising of social work research and he was guest editor of the special edition of the British Journal of Social Work that first put this issue on the map in 2000.
Professor Trevillion has a strong commitment to social work education. At one point in his career he was Head of Social Work Education at the General Social Care Council where he took a leading role in developing the Post-Qualifying Framework for Social Work Education and Training. He sees social work education as one of the key ways in which the School of Humanities and Social Sciences can continue to develop its partnership with a wide range of organisations and communities in East London.
