Study on the Co-operation between Higher Education Institutions and Public and Private Organisations in Europe. Deadline for submission: 19 November 2009
The EC's DG Education and Culture has published the above study, the overall objective of which is to get a better knowledge and understanding of university–business cooperation in EU member states, candidate countries, and Norway, Iceland and Lichenstein, from the perspective of the higher education institutions. The work implies analysis of existing literature, a survey based on a questionnaire to a representative number of higher education institutions, a number of case studies and the identification and description of approx. 30 examples of good practice. - Published 8 October 2009, Call for Tenders: Infectious Disease Indicators of Climate Change. Deadline for submission: 16 November 2009
The
European Centre for Disease Prevention and Control has launched a call for tenders aimed at the provision of an assessment of disease indicators of climate change. The tender aims to comprehensively assess the ability and sustainability of a set of disease indicators of climate change in order to establish comparable data sets which can inform European health policies and strategies. The European Commission, Justice, Freedom and Security DG, has published a call for tenders for the provision of a policy study on an EU electronic system for travel authorisation (ESTA). This will include collection of information from the US and Australian systems, airlines, and other stakeholders, in order to enable a description of the elements of the specific assessments of the various options and describe for each option the analysis of the list of issues; and to describe the feasibility, the practical implications and the impacts for EU border management and the EU common visa policy of each option. - Published 31 August 2009, European Commission, Call for Tender: The Economic and Societal Impact of Future Internet Technologies. Deadline: 12 October 2010. The European Commission's Directorate-General for Information Society and Media has launched a call for tenders for a study in support of the definition of a public private partnership (PPP) on the future Internet. The study will identify the potential economic and social impact of a large-scale public private partnership on the future Internet, with a focus on smart energy grids, smart urban transportation systems and mobility and smart healthcare systems. The study will provide the necessary quantitative and qualitative assessment as a pre-condition for the European Commission to draw up a legal proposal for the establishment of a joint technology initiative on the future Internet. The European Commission, Eurostat, has published a call for tenders regarding the GIS reference data: acquisition of a geographic database on transport networks in Europe. To be able to fulfil its mandate, Eurostat is requesting the provision of a European geographic large
scale database on transport networks data for spatial analysis purposes.

- Published 12 August 2009, Call for Tenders: Study on Novel Approaches for STIs, HIV, and Hepatitis B and C in EU. Deadline: 8 September 2009
The European Centre for Disease Prevention and Control has published a call for tenders regarding novel approaches to testing for STIs, HIV and hepatitis B and C in the European Union. The aim of this assignment is to test novel approaches implemented by health care and/or public health services, following systematic and structured procedures for assessment and evaluation. - Published 1 July 2009. Update: European Institute of Innovation and Technology, Knowledge and Innovation Communities (KIC) (first published 2 April 2009). Deadline: 17:00, 27 August 2009 Brussels time.
This supports the establishment of collaborative networks between EU member states. A KIC should plan for total spending of least 50 million euros to 100m euros annually and may receive a maximum of 25 per cent of global expenditure over the first four years from EIT. A KIC is a collaborative partnership, a legally and financially structured and managed entity of internationally distributed but thematically convergent parties. The KIC will establish an innovation chain - from education to economic impact - drawing on, but moving beyond the experience and capabilities of individual parties. A KIC will deliver measurable societal, economic and entrepreneurial learning and business impact. The activity of a KIC must involve at least 3 independent partner organisations from at least 3 different EU Member States and must include at least one higher education partner and one private company. New partnerships are encouraged. Subject to the approval of the Governing Board, KICs may also include non-Member State partners where this strengthens the KIC. The subject of the contract is a study to understand and structure new needs and opportunities of the design of future embedded systems. It will support and prepare the ICT (information and communication technologies) Work Programme for the embedded systems design area of the Seventh Framework Programme (FP7). The overall aim of this project is to further assess the applicability of using sero-epidemiology as a tool to estimate the population-based sero-incidence of campylobacteriosis and non-typhoidal salmonellosis in order to allow a reliable and comparable estimation of multiplication factors for the population burden of these infections across the EU and EEA/EFTA countries. The Commission invites entities registered in the European Union to present proposals for the LIFE+ call for proposals 2009. The principle objective of the Life+ Nature and Biodiversity theme is to protect, conserve, restore, monitor and facilitate the functioning of natural systems, natural habitats, wild flora and fauna, with the aim of halting the loss of biodiversity, including diversity of genetic resources, within the EU by 2010. The principle objective of the Life+ Environmental Policy & Governance and Information & Communication themes are to disseminate information and raise awareness on environmental issues, including forest fire prevention; and to provide support for accompanying measures, such as information, communication actions and campaigns, conferences and training, including training on forest fire prevention.

The ESA’s Education Office is offering European students the flights of a lifetime with the 2010 call for proposals for the “Fly your Thesis! – An Astronaut Experience” programme.
This exciting programme enables university students to fly their experiments in microgravity by participating in a series of parabolic flights on the Airbus A300 Zero-G aircraft. For more information, see the ESA website.

EUROCORES themes are “bottom-up” proposals for the creation of new collaborative research programmes dealing with broad and complex topics which are best addressed through multinational cooperation. Through its annual call for theme proposals, ESF solicits new ideas from the scientific community with a view to creating largescale European Collaborative Research (EUROCORES) programmes in and across all scientific domains.

ARTEMIS -“Advanced Research and Technology for Embedded Intelligence and Systems”- is the
European Technology Platform (ETP) for Embedded Computing Systems. The ARTEMIS JU strategy is conceived to overcome fragmentation in the Embedded Systems markets
so as to increase the efficiency of technological development and, at the same time, facilitate the
establishment of a competitive market in the supply of Embedded Systems technologies. The ARTEMIS-JU
Research Agenda (RA) defines eight “ARTEMIS Sub-Programmes”:
ASP1. Methods and processes for safety-relevant embedded systems;
ASP2. Person-centric health management;
ASP3. Smart environments and scalable digital services;
ASP4. Efficient manufacturing and logistics;
ASP5. Computing environments for embedded systems;
ASP6. Security, privacy and dependability;

The European Commission's DG Justice, Freedom and Security has published a call for tenders for the provision of a study on non-legislative measures to prevent the distribution of violent radical content on the Internet. The aim of the study is to provide the necessary expertise to support Commission policy-making in the field covering prevention of distribution of violent radical content on the Internet. It should therefore serve as a basis for the adoption of concrete non-legislative measures to prevent online dissemination of propaganda aiming at mobilisation and recruitment for terrorism as well as instructions and manuals intended for training or planning of terrorist attacks. The European Commission has published the Work Plan for 2009 for the implementation of second programme of Community action in the field of health. The Calls present new funding opportunities for the European organisations active in the area of public health. The total budget available for the execution of the 2009 Work Plan is about 48.2 million euro. All proposals should address important problems in the European public health and be in line with the Commission's priorities expressed in the Work Plan. The successful proposals should concentrate on aspects of public health that cannot be achieved on a national level. They should ensure a significant impact across the EU. The European Defence Agency has published a call for tenders for the provision of a EU Intelligence, surveillance and reconnaissance (ISR) architecture design study. This

The European Commission has published a call for proposals relating to entrepreneurial culture of young people, and entrepreneurship education. The intention is to support the implementation of the Small Business Act, in particular its Principle 1, and of the Oslo Agenda for Entrepreneurship Education in Europe by promoting winning ideas in the field of education for entrepreneurship and in improving the entrepreneurial mindsets of the European youth. The ECRP scheme is designed to advance international research collaboration in the social sciences by facilitating academic cooperation and pooling of expertise in Europe and beyond. The scheme offers the opportunity to carry out investigator-driven multilateral projects on any topic in the social sciences which demonstrates suitability for international research collaboration. ECRP applications must involve research teams in a minimum of three participating countries. Projects need not be exclusively European in their focus, and the combination of countries in any project should be scientifically motivated by the nature of the proposed research. The purpose of this study is to create an internet-based information platform to be used for the dissemination of information and best practice in respect of enquiry-based teaching methodologies; to provide necessary translation into all EU languages for this purpose; and to organise an international conference.

The purpose of the study will be to identify the potential economic and social impact of software and services within the future Internet; the elements that are determinant for growth and competitiveness; and the actions that need to be taken to implement them. The study is expected to provide a substantial result, directly implementable through policy actions, after considering the state of the software and services sectors throughout the EU. Call for Short-Term Travel Grant Applications: Body-Size and Ecosystem Dynamics: Integrating Pure and Applied Approaches for Aquatic and Terrestrial Ecology to Support an Ecosystem Approach (SIZEMIC). Deadline: 31 December 2008.
The European Science Foundation's Research Networking Programme SIZEMIC is inviting applications for short-term Travel Grants for early-stage researchers (PhD, Post-Doc) to visit foreign institutions to pursue research activities (new data synthesis, modelling and/or literature reviews) addressing its primary aims.
SIZEMIC aims to foster new research on size-based approaches to understand ecosystem structure and processes. The network is particularly concerned to develop synergistic research activity across traditional boundaries, such as theoretical/field-based research, terrestrial/aquatic ecosystems, pure/applied ecology. The European Commission has launched 3 calls for proposals for the ICT Thematic Priority under the FP7 Co-operation Programme. This includes one new joint call with the Energy theme. The European Research Council has published details of its Advanced Researcher Grant under the 2009 Ideas Work Programme of the 7th EC Framework Programme for Research, Technological Development and Demonstration Activities. Three separate calls exist in the areas of Physical Sciences and Engineering; Social Sciences and Humanities, and Life Sciences, and different deadlines are in place for each. COST invites researchers throughout Europe to submit proposals for research networks and use this unique opportunity to exchange knowledge and to embark on new European perspectives. COST’s main objective is to stimulate new, innovative and interdisciplinary scientific networks in Europe. COST activities (Actions) are carried out by research teams to strengthen the foundations for building scientific excellence in Europe. This continuous call is thematically open. COST invites proposals for new COST Actions contributing to the scientific, economic, cultural or societal development of Europe. Proposals playing a precursor role for other European programmes involving young groups’ ideas are especially welcome. Since 1971 COST brings together research teams in different countries working on specific topics. It finances networking of nationally funded activities in supporting meetings, conferences, short term scientific exchanges and outreach activities. COST supports the networking of specific research themes (COST does NOT fund research projects themselves). Currently more than 200 Actions are supported. Call for Proposals: Grants for actions in the field of urban mobility
Deadline: 31 March 2009
The European Commission, Directorate-General for Energy and Transport, intends to award grants to actions in support of the development of sustainable mobility policy for urban agglomerations. These actions should promote the objectives of sustainable urban mobility, as set out in the Green Paper Paper ‘Towards a new culture for urban mobility’, adopted by the Commission on 25 September 2007 (COM (2007) 551). In this Green Paper, the Commission announced its intention to follow up with an Action Plan on urban mobility in 2008. The actions to be selected must be in line with the approaches set out in the Green Paper on urban mobility: more fluid and less polluted towns and cities, more intelligent and more accessible, and safer and more secure urban transport. They should also contribute to the implementation of the Action Plan on urban mobility. Please see the

The European Reintegration Grant action aims at assisting experienced researchers in the (re)integration into a
research career after a trans-national mobility experience within the frame of the Marie
Curie actions. The action encourages the researchers to build on their trans-national mobility period in the context of a coherent professional project and to promote the perspectives of the development of their research career.
The
International Reintegration Grant aims to reinforce the attractiveness of Europe by encouraging
European researchers who have carried out research outside Europe for at least three
years, to reintegrate in a Member State or in an Associated country in order to contribute
to European research and transfer the knowledge they have acquired in a third country,
by offering them the opportunity to capitalise on their experience in Europe. It is aimed
at countering European brain drain to third countries. It should also allow the development of lasting co-operation with the scientific and/or industrial environment of the third country from which they have returned.

With growing concerns about climate change issues, increasing prices of oil and gas and
Europe's strong dependence on imports, the development of a policy for a sustainable and
secure energy system is a top priority for Europe.
Hydrogen, as an energy carrier, and fuel cells, as efficient energy converters, may play an
important role in this respect. However, a number of technical and non-technical barriers must
be addressed before these technologies can become commercially available. The Fuel Cells & Hydrogen (FCH) Joint Technology Initiative (JTI) aims to define and
implement a target-oriented research and development programme to support the broad
market introduction of these technologies.
The overall objective of the JTI is to speed up the development of hydrogen supply and fuel
cell technologies with up to 5 years to the point of commercial take off for early market applications (e.g. handheld devices, portable generators); for stationary applications (domestic and commercial Combined Heat and Power); and for mass market roll-out of transport

The European Commission is planning to conclude a contract to carry out a study on the protection of geographical indications for products other than wines, spirits, agricultural or foodstuffs. This will involve: the identification of 15 to 20 economically most significant EU non-agricultural products that enjoy protection at Member State level, either via a sui generis GI protection system, specific laws and/or case-law, or through registration of a collective or certification trademark;
the identification of 5 to 10 economically most significant non-agricultural products from third countries including China, Russia, India, Switzerland and Brazil, protected at national level, either via a sui generis GI protection system, specific laws and/or case-law, or through registration of a collective or certification trademark;
the identification of the the relevant legal instruments used for the protection of such products;
the collection of economic and market data related to the products;

The EUROPOLAR ERA-NET Consortium is launching the first Pilot Call for Pre-Proposals leading to potential Joint Projects to be undertaken within the PolarCLIMATE Programme. The Commission appoints the members of the Scientific Committees (SCCS, SCHER, and SCENIHR) and those of the Pool of Scientific Advisors on the basis of their expertise, and who are expected to be well-established scientists with more than 10 years of professional experience and multi-disciplinary accomplishments. The Committees
provide the Commission with high quality and independent scientific advice on matters related to consumer safety, public health, and the environment.
Membership in the Database of Experts is open to all scientists who wish to contribute to the work of the Scientific Committees on an ad hoc basis, on specific issues, as members of working groups or on the occasion of hearings and workshops. This activity aims at: promoting the mobility of EU researchers towards the Chinese research and development area to successfully develop meaningful and long-lasting contact; sustaining the links and research institutions.
The fellowship programme is open to all disciplines. The fellowship offers: a monthly living allowance of 1.800 euros ( £1.148); an installation allowance of 1.800 euros; reimbursement of international travels worth up to 3.000 euros; reimbursement of participation in one international conference at 2.500 euros. Eurostat has developed and published indicators related to chemicals; these indicators shall be updated with data for 2007, 2008, 2009 and 2010. The proposed indicator on environmentally harmful chemicals shall be developed and calculated for the period 1995 to 2010.
