Brief biography

In January 2007 I joined the Cass School of Education as Reader in Early Childhood, after spending the previous four years as Senior Lecturer in Early Childhood Studies at the School for Policy Studies at the University of Bristol, where I was director of the BSc in Early Childhood Studies. My interest in early childhood policy and practice goes back to 1985 when I joined the Thomas Coram Research Unit at the University of London's Institute of Education, after graduating in Psychology at UEL (then NELP). Next came fifteen years with children's NGOs; working in policy and research for Save the Children and Barnardo's and as CEO of the National Early Years Network.

Early childhood policy related research.

Co-director with Professor Helen Penn of the - new - International Centre for the Study of the Mixed Economy of Childcare, ICMEC, based in UEL's Cass School of Education.

Teaching and supervision of postgraduate students.

Areas of Interest/Summary of Expertise

While my work focuses primarily on UK early years policies and their interface with child poverty strategies, I also have a strong interest in comparative policy research. I have experience of research relating to parent education programmes and evidence-basec policy and practice. I was a member of the EPPI-Centre's Early Years Review Group led by Professor Helen Penn.

Current research and publications

My present research activities focus on the marketisation and privatisation of childcare and its relation to child poverty and social exclusion, and fit within the remit of the Cass research centre, ICMEC. With support from the UEL Royal Docks Business School I recently completed a comparative study of the Dutch and English childcare markets. Together with RDBS colleagues am currently developing a research project on female childcare entrepreneurs.

Only academic member of 2011 - 2013 DfE Steering Group called by the Minister of State for Children and Families, Sarah Teather, to develop a collaborative approach between Government and the early years sector with respect to articulating an early years policy statement and to addressing major policy issues.
  4. Member Advisory Board of the Graduate Leader Fund Evaluation undertaken by University of Oxford and National Centre for Social Research teams on behalf of the Children's Workforce Development Council.
  5. Member of Expert Panel advising the Public Health Advisory Committee of NICE, the National Institute of Health and Clinical Excellence on the development of 2012 Guidance on promoting the social and emotional wellbeing of vulnerable young children in early years. 
  6. Member Advisory Board to the Implementation Study of early education and childcare for 2 year olds which DCSF has commissioned from a team at the National Centre for Social Research and the National Children's Bureau and was conducted in 2010.
