Olympic and Paralympic Parking Policy - Summer 2012

The purpose of this document is to outline staff parking arrangements during the Olympic and Paralympic Games 2012, and its associated summer time from 1 July 2012 to 10 September 2012 inclusive.

During this period there will be significant disruption to transportation, in particular, road transportation in the East London area. UEL’s campuses are located close or adjacent to significant Olympic and Paralympic Venues, namely the Queen Elizabeth II Olympic Park and the ExCeL Centre. It is anticipated that events at Hadleigh Farm (Mountain Biking), the Torch Relay, and events at Woolwich Royal Barracks (Olympic Shooting and Paralympic Archery) will also significantly affect road travel to the campus.

It is therefore the University’s recommendation that staff, where possible, seek to use alternative means of transportation to travel to and from work.

SHUTTLE BUSES
To aid this, the University will be running shuttle buses to Stratford and Docklands campuses from the following locations (derived from the Staff Transport Survey completed in early 2012):

  • Barking Learning Centre, Axe Street
  • Peto Street North, 250 metres south of Canning Town Station, by the traffic lights at the junction between Peto Street North and Silvertown Way.

You can find the pick-up points on a new interactive map, which also has information about cycle parking facilities near the shuttle bus pick-up points.

These buses will go on a circular route between their drop off points and the Campus, and will run from 2 July 2012 to 10 September 2012. Please note that UEL offers this as assistance to the Campus and can make no guarantees about running times or capacities.

Buses will run from 7am to 7pm, seven days per week with buses at 30 minutes past the hour and on the hour from both Barking and Canning Town. Please note due to the major disruption to the road network, these timings are based on best estimates only. Staff will be advised on any updates to these timings during Summer 2012.

Route one: Axe Street (Barking) > Stratford Campus (Water Lane / The Green) > Axe Street (Barking) > Docklands Campus (Cyprus Place) (circular route)

Starts: Axe Street (Barking), 7am.

Ends: 7pm

Route two: Peto Street North (Canning Town) > Stratford Campus (Water Lane / The Green) > Docklands Campus (Cyprus Place) (circular route)

Starts: Peto Street North (Canning Town), 7am

Ends: 7pm

GALLIONS REACH

Gallions Reach car park will be open from 2 July to 12 September.

The shuttle bus will run from 2 July to 20 July, Monday to Friday.

To park in Gallions Reach at any of the times mentioned above you will need to apply for a permit. Email 2012@uel.ac.uk by Tuesday 3 July with details of:

  • Car make
  • Car model
  • Colour
  • Registration

TEXT ALERT SERVICE
To aid further, UEL is providing a text update service on road, rail and bus transportation. To subscribe simply text ‘2012Docklands’ or ‘2012Stratford’ to 88020 as appropriate.

It is also recommended you familiarise yourself with other resources such as www.getaheadofthegames.com which will aid you in your travel planning.

For essential staff designated by Dean of School or Director of Service, you will shortly receive your personal travel plan to aid you with your particular needs.

PARKING DURING THE GAMES

Please note that NO more Olympic or Paralympic parking permits are being issue as the deadline has now passed.
There will be no charge levied for the period for anyone requiring parking between 1 July 2012 and 10 September 2012.

Parking for the Games is split into three distinct times:

  • 1 July to 25 July 2012 ‘Pre-Games Period’

  • 26 July to 12 August 2012 ‘Olympic Games Period’

  • 13 August to 10 September 2012 ‘Paralympic Games Period’

Essential Staff will be, subject to our usual parking restrictions, granted a permit for the Olympic Games, subject to availability.

PARKING ON CAMPUS

Parking FAQs:
The needs-based criteria are prioritised as follows:

  • Essential Staff member for the Olympic Games as designated by Dean or Director
  • Blue Badge holders
  • Significant health conditions
  • Timetabling (regular early/late working hours)
  • Business use (where use of a vehicle is essential)

Remaining applications which do not fall into the categories above will be assessed on the basis of the distance from the applicant’s home address to his/her base campus and the complexity of the public transport route. The assessment will also take into account situations where there are extenuating circumstances surrounding dependants/childcare which mean that the applicant cannot reasonably use public transport.

Are both peak and off peak permits being issued?
No, for the purpose of this summer all permits will be treated as a ‘peak’permit.

What is the cost of a peak permit?
Parking permits for this period will be free of charge.

I only use my car occasionally. Can I get a permit for use during the Games?
No. We are unable to issue permits for occasional use. However, if you do require very occasional access to campus for business reasons please contact us at 2012parking@uel.ac.uk so we can work on a specific solution for your needs.

Am I guaranteed a parking space if I hold a peak permit?
No. All spaces are subject to availability. However, by limiting the number of permits issued, we do not anticipate that the car parks will be oversubscribed very often, if at all.

I currently have a peak permit, does that mean I will automatically get one during any of the three periods?
No. All applications will be re-assessed according to the needs based criteria to ensure fairness.

I had a peak permit last year and my circumstances have not changed, do I need to re-apply for this Olympic and Paralympic Period?
Yes, all applications must be submitted in full.

I am a Blue Badge holder. Do I need to apply for a peak permit?
Yes you do. A blue badge alone is not sufficient and you may be at risk of receiving a penalty.

I received a peak permit on health grounds. Will I need to re-submit my medical information?
This will be assessed on a case by case basis. You will be contacted if any additional information is required.

Can I get a peak permit for more than one campus?
No, permits will be issued for your base campus only. If you work at more than one campus you should apply for the one where you are based most frequently. This permit will however be valid if you need to travel between campuses. Please advise where this is the case.

If my application for a permit is not approved, can I appeal?
As all applications are thoroughly assessed according to the stated criteria, it is unlikely that a decision will be reversed unless your business reasons for use of car parking over this period have changed. However a first appeal can be made in writing to Phil Andrews, Olympic Services Manager – p.andrews@uel.ac.uk

You will be given written feedback if your permit is not approved.

I regularly use more than one vehicle. May I have a permit for each vehicle?
Yes. Please provide details of both vehicles on your application form. Please note however that only one vehicle will be permitted on campus at any given time. If two vehicles which have been processed under this arrangement are found to be on campus simultaneously you will be liable for a penalty charge.

I occasionally use an alternative vehicle/I have a courtesy car. What do I do?
You should notify UEL security as soon as possible to ensure entry to campus during the period. When arriving on campus please obtain a temporary pass from Reception at either Docklands or Stratford Campus.

I only wish to drive in to work occasionally. Can I book a visitor space?
No, this will not be available during this period.

If I obtain a peak permit and then decide that I no longer need it what do I do?
You should inform us as soon as possible and return your permit.

What do I do if I lose my permit?
You should report the permit to Security at the earliest opportunity. A duplicate permit will be issued and in the interim you will be able to obtain a temporary permit from Security.

What/where are the Pay and Display facilities, will they operate during this period?
Pay and Display facilities will NOT operate during this period, if you wish to park on campus you will need to apply for an Olympic Permit.

If I need to load/unload heavy items, am I permitted to park on a yellow line?
We are able to make special concessions for loading/unloading for both staff peak permit holders and staff non permit holders at Docklands campus. To arrange this, you will need to speak to Security in advance who will consider your request and if agreed, will provide you with a temporary windscreen permit for a period not exceeding 30 minutes. Failure to display such a permit may result in your vehicle being subjected to a penalty.

Due to the car park landscapes at Stratford and Duncan House there is no similar procedure in place. However, if you have a requirement to park other than in a designated bay for any reason, please ensure that you discuss your situation with Security on campus to avoid the risk of receiving a penalty.

How does the enforcement system work?
Our car parking enforcement system is run by an external company, Car Parking Partnership on behalf of the University of East London. There is detailed signage displayed throughout the car parking areas stating the relevant terms. Vehicles in contravention of stated regulations are at risk of receiving a penalty charge or in some circumstances being towed away.

If I receive a penalty charge which I believe to be unfair, what do I do?
You should check the terms of the enforcement system as stated on the car park signage and on the charge sheet issued. If you do not believe you were in breach of the parking regulations you should appeal directly to www.carparkingpartnership.co.uk Their appeals process will be stated on correspondence which they will send directly to your home address.

Am I allowed to leave my car on campus overnight/at the weekend?
This is permitted but you are required to display a valid peak permit and advised to notify Security of your intention. Please note that the University of East London does not accept any liability for loss or damage to vehicles or contents thereof.

What do I do if my car is damaged or stolen in the car park?
You should report the incident to the Police directly and also to Security at the relevant campus. Please note that the University of East London does not accept any liability for loss or damage to vehicles or contents thereof.

How do I arrange a parking space for a visitor?
Please contact Reception at the relevant campus by e-mail. Visitor spaces will be allocated subject to availability. When you receive confirmation that a space has been booked you should inform your visitor that he/she must obtain a windscreen permit from security on arrival (this may be provided in advance for Stratford campus only).

Failure to display a valid permit may result in your visitor receiving a penalty.

Please note that UEL reserves the right to reject any visitor parking requests – and it is unlikely that any will be approved during Period 2 – the Olympic Games Period.

The University of East London's research departments consistently produce high quality research into the effect of the London 2012 Olympics on London. This research focuses on a number of areas including the London 2012 Olympic and Paralympic legacy, the impact of 2012 Olympic development and regeneration on local communities, the impact of sustainable design features in the construction of the Olympic park and Olympic athletes' village.

The East London Lives 2012 digital archive is a joint venture between the University of East London's London East Research Institute, the Institute for Health and Human Development and the Joint Information Systems Committee (JISC). It documents aspects of change in the lives and attitudes of East Londoners towards the hosting of the London 2012 summer Olympic and Paralympic Games. This archive hosts content from research projects based at the University of East London and other contextualising material about London, some of which is historical.

The University of East London research team carrying out work specifically for the archive focused on five 2012 London Olympic boroughs: Greenwich, Hackney, Newham, Tower Hamlets and Waltham Forest with the objective of documenting the outcomes of two of the Olympic bid promises: social regeneration, and health and wellbeing. As time goes on, content will be added to this resource, making it a 'living archive'. It will become a valuable resource for students at The University of East London and for the wider community.
